On November 16, 2023, the Water and Sewer Authority of Cabarrus County convened for its board meeting and approved an allocation of 1.2 million gallons per day (mgd) of additional sewer capacity to its member jurisdictions. This crucial allocation is the equivalent to the sewer capacity for 5,333 three-bedroom homes, as the Authority nears the completion of Phase 3 of the Rocky River Regional Wastewater Treatment Plant Expansion.
Phase 3 of the expansion is still on track for completion in the summer of 2024, increasing the plant’s capacity from 26.5mgd to 34mgd. With the recent passing of Senate Bill 673, the Authority is now empowered to begin allocating a portion of that new sewer capacity under construction, provided it meets specific requirements outlined in the bill. Further allocations are anticipated at the end of January 2024.
The distribution of the 1.2mgd allocation among member jurisdictions was calculated by considering their respective ratios based on the previous five-year average flow. Additionally, a minor adjustment was made for the Town of Mount Pleasant to accommodate the Virginia Foil Park, library, and senior center, ensuring adequate capacity. The board approved this allocation.
As with all capacity allocated to the member jurisdictions, this newly allocated capacity will be controlled by each jurisdiction’s policy and approval processes.
