Mission Statement

The Water and Sewer Authority of Cabarrus County (WSACC) is an independent, incorporated public body funded by user fees with no taxing authority supporting five jurisdictions (Cabarrus County, Cities of Concord and Kannapolis, Towns of Harrisburg and Mount Pleasant, North Carolina).  WSACC is the primary planning agent for water and sewer facilities, provides wholesale wastewater transportation and treatment for its organizing jurisdictions, and provides reservoir management for some, or all, of its jurisdictions.  Additionally, WSACC plans for the provision of wholesale water and may, when tasked by its organizing jurisdictions, provide retail water and sewer service.

The Objectives Aimed At Fulfilling The Mission Statement
Complete and maintain a comprehensive water and sewer master plan for the service area that identifies and prioritizes needed facilities.  Develop and maintain long-range planning to insure an adequate water supply and water and wastewater treatment facilities for the service area.  Encourage and participate in regional planning and facility construction to meet future needs with the most cost-effective solutions.  Provide an adequate wastewater transportation and treatment system consisting of major interceptors, pumping facilities and treatment works identified by the master plan so that the organizing jurisdictions can provide wastewater collection services to as many as is practical.  Develop and implement a financial plan for the construction, operation and maintenance of needed facilities that is as fair and equitable as possible.  Accept the responsibility for construction and/or adoption of other facilities to enhance water and sewer services, encourage cooperation, and reduce the overall cost for the greater good of the citizens within the service area.  Provide operation and maintenance services for facilities owned by another jurisdiction to provide cost-effective service upon request by the jurisdiction and a mutually agreeable contract.  Cooperate with the Cabarrus Economic Development Corporation and the organizing jurisdictions to improve economic development in the area.  To construct, operate and maintain all facilities so that the environment is protected and water quality is maintained and/or improved.
