Rocky River Regional Wastewater Treatment Plant Capacity Expansion
Recently, the WSACC system served by the Rocky River Regional Wastewater Treatment Plant (RRRWWTP) has experienced unprecedented rainfall and growth from new construction. These two impacts have together resulted in the RRRWWTP approaching its design capacity faster than anticipated. WSACC has been working with an engineering consultant to design the expansion of the RRRWWTP from 26.5 million gallons per day (MGD) to 34 MGD (the current permitted capacity) to support the increasing growth in the WSACC service area. Construction is ongoing with the first phase of expansion to 30 MGD. Current scheduling has the expansion to 30 MGD to be completed in the summer of 2024. This first phase of the expansion will result in 3.5 MGD of new capacity for the RRRWWTP. The second phase of the expansion is scheduled to be online in 2027 with an additional 4 MGD increase in capacity at the RRRWWTP. WSACC will continue to work towards taking the necessary steps to bring additional capacity online to support growth within the WSACC system.
Capacity Expansion Schedule
June 2021 – Request for Qualification (RFQ) sent out for the RRRWWTP Expansion Progressive Design Build Project.
August 19, 2021 – WSACC Board approved the selection of Crowder Construction and Brown & Caldwell as the Progressive Design-Build Team to expand the RRRWWTP to 34 MGD.
September 2021 – Completion of the Preliminary Engineering Report (PER – 30 percent design).
Fall 2021 – WSACC staff conducted a Request for Qualifications (RFQ) process for the selection of an Engineer to begin work on the negotiation of the discharge permit for the RRRWWTP expansion beyond 34 MGD. Crowder Construction teaming with Brown & Caldwell Engineers was selected.
November 2021 – WSACC Board awarded the first guaranteed maximum price (GMP) to Crowder Construction to begin the purchasing of long lead time items for the expansion project.
March 2022 – Onsite construction work began at the RRRWWTP.
June 2022 – The WSACC Board approved the pre-construction (design) services contract with the design-build team for phase 4 of the expansion.
August 2023 – The WSACC Board approved the first GMP for phase 4 of the expansion of the RRRWWTP.
Winter of 2024 – Heavy construction began on phase 4 of the expansion to 34 MGD.
Fall 2024* – The Progressive Design-Build Team completed the expansion to 30 MGD.
2027* – Completion of the expansion to 34 MGD.
